- Announcement: Launch of Restore RI, a new grant program to help small businesses impacted by the COVID-19 crisis. An initial $50 million will be made available through this program, with 20 percent of funds reserved for minority-owned businesses. Grants will be available for up to $15,000 for eligible Rhode Island businesses impacted by COVID-19. Grant amounts will be calculated based on the number of employees and the degree of revenue loss. - Effective Tomorrow 7/16/2020: Parking lots at Misquamicut and Scarborough State beaches will be reduced to 25% capacity. We’ve seen crowding and poor mask compliance over the past couple weeks at these beaches. This puts people at risk, so we're reducing parking to cut down on the volume of visitors. Please note that this does not mean you should just park elsewhere and walk to the beach. We’ll be working with municipalities to crack down on illegal parking in areas around our beaches.

Here’s how it will work:
Renters who meet income criteria and are behind on their rent because of the COVID-19 emergency will be able to qualify for assistance. Starting Monday, you can contact United Way and ask about the Safe Harbor program to start the application process.
If both parties agree to participate, they’ll be contacted by a United Way housing specialist to finalize a payment agreement supported by CARES Act funding. Tenants who need legal advice will be able to access free legal services.
To be clear, you can apply to participate before you receive an eviction notice, if you don’t think you’ll be able to catch up on the rent you owe. We want to resolve these situations early to the extent possible.
Once the program launches on Monday, you can go to the United Way website, www.uwri.org, or call 211 to apply.

- State to start enforcing rules at restaurants, bars - Warnings, immediate compliance orders and fines to be given out
- The governor said the updated rules and regulations will be posted to dbr.ri.gov, where complaints can also be filed.
- The Governor said "that while bars can serve food and drinks, patrons should not be congregating in the bar area."
- “No bar in the state of Rhode Island should be operating as a bar,” she said. “You’re not allowed to go up, order a drink and hang out at the bar.”
- If inspectors see an “egregious disregard for the rules,” the establishment will be issued a compliance order and potentially a fine on the spot, according to Raimondo.
- For a second offense, the restaurant or bar will be issued a fine and could be shut down until it can demonstrate the appropriate changes have been made.

- State inspectors will increase enforcement of pandemic compliance - only 70% restaurants are compiling. Fines will start to be given out with repeat offenders.
- BARS: Only bars with tables and food can be open, must have mask wearing and social distancing. Enforcement will be increased. Fines will start to be given out with repeat offenders.
- FIREWORKS: Max 250 people outside. Masks must be worn and social distancing in effect
- MASKS: The State will be giving each City and Town 1,000 masks to pass out over the weekend at events

- Face coverings: We cannot allow ourselves to get lax about wearing our masks this summer. When you leave home, you should always have your face mask with you. And if you’re in any situation where you’re within 6 feet of someone, you need to put it on even if you’re outside.
- Telemedicine: Health insurers must cover telemedicine for primary care, specialty care, and mental and behavioral health care conducted over the phone or by videoconference. Reimbursement rates for providers have to be the same as reimbursement rates for in-office visits.
- Disaster declaration: Back in March, shortly after we confirmed our first cases of Coronavirus, I declared a state of emergency in Rhode Island. That ensures that we have access to all the necessary resources to support our response to this pandemic.
- Quarantine: If you have been in close contact with someone who has been diagnosed with the Coronavirus, you need to quarantine for 14 days. If you have been diagnosed with the virus, you will need to isolate until you no longer have symptoms.

- Announcement: Hospitalizations fall below 100 - Gov Raimondo warns to RIers to keep wearing masks, keep 6 ft distance and don't go to work when sick so we don't go backwards.
- Announcement: Health Director Dr. Nicole Alexander-Scott confirmed the state’s first case of Multisystem Inflammatory Syndrome in Children, an emerging illness found in some children after they contract COVID-19. The school-age Rhode Island girl with the illness — which can create inflammation in the heart, lungs, eyes and gastrointestinal system — is currently in the hospital but not in intensive care. The department declined to share further information about the patient. Alexander-Scott underscored that the disease is not contagious, and is relatively rare in Rhode Island largely because the number of positive COVID-19 cases found in children has remained low.

- Announcement: This Saturday, 6/27, will be the last day of rapid testing at our Twin River site with CVS. That site was always meant to be temporary. It's time to unwind it. We are fully prepared for this. Testing demand runs well below capacity. Moving to testing in communities. You can still go to http://cvs.com to find one of 10 drive-thru testing sites that more than offset the volume at the Twin River site. Rapid tests, that are a little less accurate, are not offered at these drive-thru locations. Takes 2-3 days for results.
- Test demand in RI is below testing capacity that the state has. Raimondo says the state has been moving toward putting testing in community sites and pharmacies, still partnering with CVS to test at stores.
- RI Dept of Health: Contact tracers are seeing good results - they're reaching about 80% of contacts for COVID-19 infected patients, and about 73% of them within 24 hours of getting their info.
- Gov Raimondo: "Soon" will start doing just one coronavirus briefing a week, because RI is on the right track. Phase 3 - set to start as soon as next week.
- TESTING: If you have symptoms, we need you to get tested. - Beach Parking: This weekend, easing off on parking restrictions at state beaches + increasing parking to 75% capacity, adding 2,200 additional parking spaces. - Sports in Phase 3: Will allow no-contact and low-contact sports games to be played between stable groups (same players & coaches) w/ no limit on overall group size. Games can be played between teams w/in + outside RI as long as no stay-at-home order or travel restrictions in that state. In Phase 3, allowing spectators at games. No more than 2 spectators per player. Spectators must wear masks. Encouraging players to wear masks when practical - not required to be worn when players are in active play within a stable group and are maintaining 6 feet of distance. In Phase 3, strongly discouraging close contact sport games. (should stick to practices, drills, and scrimmages). - New Announcement: Today, the Governor discussed how we’re looking at transitioning between each phase of reopening our economy. These are the four metrics we're tracking as we consider whether it is safe to move forward or whether we need to go back a phase. Governor stated there will be approximately one month between phases if all goes well with this four metrics.

- New Announcement: Businesses with 50 or fewer employees can receive a free monthly supply of masks and disinfectant. To apply click here To obtain these supplies, businesses must show they’ve completed their COVID-19 control plan. There is a template for the plan on ReopeningRI.com. This is due to a collaboration with our state's chambers of commerce and other associations to distribute 500,000 masks and much-needed disinfectant solution to some of our smallest businesses. Distribution will begin next week.
- New Announcement: Businesses with 25 or fewer employees can apply for free computers. Thanks to a generous donation from the Microsoft Corporation, the state also has 500 laptops available for small businesses with fewer than 25 employees. - Rhode Island has the highest rate of COVID-19 testing in the country. To date, we have tested about 7% of our population, while the national average is at 2-3%. The new goal is to get to 10,000 tests a day by July.
- A new rapid testing site has been made available in Central Falls in partnership with CVS
- By Monday all residents and staff of all nursing homes in Rhode Island will have been tested for COVID-19
- The Department of Health has sent mail invitations to 5,000 randomly selected Rhode Islanders to get tested at one of four Stop and Shop locations in Pawtucket, North Providence, Cranston, and Newport. This testing will include the traditional test to see if you currently have COVID-19 as well as the antibody test to see if you were exposed to the virus at any point. This is optional and if you get a letter, you do not have to get tested if you don't want to.

- IN PHASE I: STAY CLOSE TO HOME (click here for details) We’re focused on getting back to work – while protecting health and safety.
- The stay-at-home order lifts, but we should still aim to stay close to home. The goal is to limit our networks.
- Everyone who can work from home should continue to work from home. Employees of office-based businesses who need to go to the office may do so on a very limited basis.
- Elective medical procedures resume under safety guidelines.
- All Rhode Islanders who have deferred healthcare needs, including immunizations, well visits, or specialty care, are encouraged to reach out to their primary care doctor. Many specialty providers such as orthopedists, neurologists, and cardiologists remain open for telehealth and needed care. Telehealth is covered and encouraged, including for mental health care.
- Some parks open, and public parking is now available. Pick a convenient park for a walk or a run (and please limit your time).
- Non-critical retailers that were previously closed reopen with capacity restrictions, though preorders are encouraged, and shoppers should limit browsing time.
- Continue ordering delivery and take-out from restaurants. Options will begin to expand – hopefully including outdoor dining later in Phase I.
- Nursing homes, assisted living and other congregate care facilities remain closed to visitors.

- NEW Announcement: RI has become a founding member of the newly lauched Regional State Purchasing Consortium. The consortium is made up of the following 7 states: NY, CT, RI, MA, PA, NJ, DE. It will jointly procure PPE, tests, ventilators and other medical supplies and equipment to increase market power and bring down prices. The seven state consortium will also identify regional PPE and equipment needs, identify and avoid irresponsible vendors and buy American: identify USA, regional, and in-state suppliers that can scale to meet demand over the next 3 months.

- Governor states we are still on track to end "stay at home" on May 9th if numbers continue to stay flat or decrease

- DHS has asked childcare providers to submit plans for re-opening by May 22nd with a goal of re-opening by June 1st. This is an ambitious goal and childcare facilities will have to operate under new, stricter guidelines and restrictions.
- Last week, the DHS asked Rhode Island hospitals to submit plans for reopening their services for elective and non-critical procedures. The Governor will have announcements on this in the next two weeks.
- The Governor has heard from a few Rhode Islanders who are concerned about Debt Collectors seizing their stimulus check. She stated that this is not allowed to happen. Contact Attorney General Neronha's office. His office is prepared to enforce against debt collectors who try to do this.

- NEW Update on DMV: NEW 90-day extensions on expirations set for May. This means that if your expiration date was originally in May, you will now have until August. This applies to licenses, registrations, inspections, permits, and temporary plates. (This is in additional to previously announced 90-day extensions for anyone with an expiration in March or April) Reminder: DMV in Cranston is open by appointment only, and all field offices are currently closed. You should only make an appointment if you absolutely need to. Many of these transactions can be done online.
- NEW Executive Order to relax regulations and eliminate barriers to health care during this crisis (in effect until May 27th) to help patients access healthcare needed;
- Insurers can not make changes to what drugs they cover, unless the change benefits the patient.
- Out of pocket prescription costs can not increase.

But in accordance with federal public health guidance, vulnerable individuals are strongly encouraged to otherwise stay home. Masks, vigilant hand-washing and increased cleaning must remain in place. And everyone who can work from home should still work from home. All activities must account for strong social distancing guidelines of remaining 6-feet apart.
In the first phase, we can look forward to seeing friends and family again.

In the second phase, we can look forward to more businesses reopening and restrictions being further relaxed.

But in accordance with federal public health guidance, vulnerable individuals are still strongly encouraged to otherwise stay home. Masks, vigilant handwashing and increased cleaning must remain in place. Offices will ease capacity restrictions allowing more people to come in, but many people will still work from home. All activities must account for strong social distancing guidelines of remaining 6-feet apart.
PHASE III: PICKING UP SPEED
In the third phase, we’ll build on our learning from the first two phases.
We can look forward to schools opening with restrictions and seeing more of our families and friends. Offices, restaurants, retail and other businesses will lift some of the tightest restrictions to allow more people in at one time but will need to operate under long-term safety guidelines. Social gatherings are limited to 50 people. Older adults (65+) and those with underlying health conditions are no longer strongly encouraged to stay home. These individuals are reminded to exercise significant caution in public. Masks, vigilant hand-washing and increased cleaning must remain in place. Working from home is still encouraged where possible but more people will return to the workplace. All activities must account for strong social distancing guidelines of remaining 6-feet apart.
BEYOND PHASE III
There is more to look forward to on the other side of the third phase.
Gathering and working restrictions will further relax. Additional businesses will open, and more group activities will be allowed. Along the way, we’ll innovate as we challenge ourselves to find new and better ways of operating and living.
MOVING BETWEEN PHASES
We will continue to use a data-driven approach to decision making, but flexibility is key. If it’s possible to reopen more quickly, we will. If we have to add further restrictions to protect public health, we will.
To move between phases, we must see in each phase:
• A 14-day downward trend in the number of cases OR
• A 14-day trend in stable or declining hospitalizations.
We also must:
• Be capable of identifying community spread through:
• Testing all symptomatic people within 48-72 hours and running consistent random sample testing.
• Ensuring all communities in RI have access to testing, especially those that have been disproportionately impacted.
• Ensuring the overwhelming majority of contact tracing and case investigation is complete in 24 hours.
• Meet the overwhelming majority of needs for those in quarantine and isolation. • Have at least 30% of ICU beds open and sufficient PPE to protect healthcare workers.
• Have developed appropriate workplace guidance and regulations to support sectors in safely reopening.
• Be prepared to use a data-based approach to assess trends and determine if restrictions need to be reinstated

- Retail locations allow in-store pickup of pre-orders. There is potential for allowing browsing under new restrictions.
- Offices should emphasize remote work but can allow limited numbers of employees on site in accordance with new guidelines.
- Restaurants remain open for pickup, delivery, and drive-through (with offerings modestly expanded). Pilots of seated dining begin, including outdoor dining.
- Pilot openings of hair salons and barbers begin with significant restrictions to protect public health and safety. Manufacturers and construction sites continue operations under existing and evolving guidance
In the second phase, we can look forward to more businesses reopening and restrictions being further relaxed.
Expanded childcare options will be available under strict public health guidelines. More restaurants, retail and close-contact businesses like hair and nail salons may open. Additional recreational options will likely return including more parks and beaches, but restrictions remain. Social gathering limits increase to 15 people. Older adults (65+) and those with underlying health conditions can go to work and go out for food or medicine. But in accordance with federal public health guidance, vulnerable individuals are still strongly encouraged to otherwise stay home. Masks, vigilant handwashing and increased cleaning must remain in place. Offices will ease capacity restrictions allowing more people to come in, but many people will still work from home. All activities must account for strong social distancing guidelines of remaining 6-feet apart.
PHASE III: PICKING UP SPEED
In the third phase, we’ll build on our learning from the first two phases.
We can look forward to schools opening with restrictions and seeing more of our families and friends. Offices, restaurants, retail and other businesses will lift some of the tightest restrictions to allow more people in at one time but will need to operate under long-term safety guidelines. Social gatherings are limited to 50 people. Older adults (65+) and those with underlying health conditions are no longer strongly encouraged to stay home. These individuals are reminded to exercise significant caution in public. Masks, vigilant hand-washing and increased cleaning must remain in place. Working from home is still encouraged where possible but more people will return to the workplace. All activities must account for strong social distancing guidelines of remaining 6-feet apart.
BEYOND PHASE III
There is more to look forward to on the other side of the third phase.
Gathering and working restrictions will further relax. Additional businesses will open, and more group activities will be allowed. Along the way, we’ll innovate as we challenge ourselves to find new and better ways of operating and living.
MOVING BETWEEN PHASES
We will continue to use a data-driven approach to decision making, but flexibility is key. If it’s possible to reopen more quickly, we will. If we have to add further restrictions to protect public health, we will.
To move between phases, we must see in each phase:
• A 14-day downward trend in the number of cases OR
• A 14-day trend in stable or declining hospitalizations.
We also must:
• Be capable of identifying community spread through:
• Testing all symptomatic people within 48-72 hours and running consistent random sample testing.
• Ensuring all communities in RI have access to testing, especially those that have been disproportionately impacted.
• Ensuring the overwhelming majority of contact tracing and case investigation is complete in 24 hours.
• Meet the overwhelming majority of needs for those in quarantine and isolation. • Have at least 30% of ICU beds open and sufficient PPE to protect healthcare workers.
• Have developed appropriate workplace guidance and regulations to support sectors in safely reopening.
• Be prepared to use a data-based approach to assess trends and determine if restrictions need to be reinstated

- Announcement: 1.5 Million to be available to assist low income RIers with rent. Details to come next week.
- BREAKING: New Fund called "Congregate Care Workforce Stabilization Fund". Employees of nursing homes and other congregate care facilities ordinarily earning $20 hourly or less will be eligible for a state-funded pay boost during May (5/4-6/1) of $200 weekly if they work at least 30 hours or a pro rata amount between $100 and $200 weekly if they work 15-30 hours. For logistical reasons, in order to get the money out to workers as quickly as possible the program is structured as a forgivable loan: nursing homes and other care facilities can apply beginning Mon, Apr 27, and will not have to reply the state if they use the money to pay workers as intended.
- BREAKING: More than 26 financial institutions (click here for detail an list of banks) joined forces to create protections for homeowners who are struggling to pay their mortgage. The relief pledges are listed below, and more information is available on the Department of Business Regulation's website.

- Announcement: Rhode Island’s first walk-up test site will be located in the parking lot of Bailey Elementary School in Providence. A partnership with the Providence Community Health Center and the State is making this happen. In an effort to increase accessibility, bilingual staff, materials, and signage will be available at the site. Appointments for this site are required.
- The Latino community has been been hit especially hard by COVID-19 in Rhode Island. Governor Raimondo’s office will be working to increase advertising and outreach through Latino Public Radio.
- The Governor reminded Rhode Islanders that their face masks must cover both their mouth and nose in order to be effective. Customers at drive-through food locations should wear face masks along with the store employees.

- NEW Workers Compensation for frontline healthcare workers: Beacon Mutual Insurance Company will be allowing frontline healthcare workers to file for workers compensation under the presumption that they contracted the virus in the course of doing their jobs. Beacon will expedite those claims. This includes doctors, nurses, EMTs, home health aides and others.
- More than 3,300 healthcare professionals – physicians, nurses, CNAs – have signed up to join our state’s response to Coronavirus through RIResponds.org. - Governor Raimondo has announced projections for the peak of the virus.
If social distancing remains the same, the projected peak will be in early May (approximately May 8) with a need of a total of around 2,250 hospital beds. In this scenario, Rhode Island hospitals will be able to treat patients without utilizing the overflow hospitals. In a 'worst-case scenario' projection, the peak will take place closer to the end of April (approximately April 27), and will result in a need for around 4,300 hospital beds. The state is working to ensure that this number of patients can be safely treated. The Governor believes we will be able to stay on the path of the lower projection so long as Rhode Islanders continue to follow the orders of social distancing. - NEW JOB PROGRAM: The Department of Labor and Training, the Chamber of Commerce and Skills for the Future Rhode Island have launched a new website to match Rhode Islanders who have lost their jobs due to COVID-19 with job openings throughout the state. - NEW TODAY - Small Business Loan option: Goldman Sachs committed $10 million for loans to small businesses in Rhode Island through a partnership with Rhode Island Commerce and mission-driven lenders, including Community Reinvestment Fund, USA (CRF), the largest non-profit, non-bank SBA 7(a) lender in the country. These Paycheck Protection Program (PPP) loans are for small businesses and nonprofits that have been unable to submit a PPP application through another lending institution. Up to $250,000 available for immediate needs - possible forgiveness options too. NOTE: At this point, Community Reinvestment Fund (CRF) has received qualified applications for $10 million in loans and is not accepting further applications. - Executive Order Effective 4/11/2020: Governor Raimondo signed an executive order to give the hospital systems in Rhode Island critical flexibility. These are the details: - In order to safely accommodate as many patients as possible, Rhode Island hospitals will be allowed to operate alternative hospital sites. - Clinical physicians, retired nurses and nursing students, are being allowed to operate at the top of their license in order to increase staffing and help at hospitals.
